Chief Officer Rotation and Notification

Section 1 - ADMINISTRATIVE

PURPOSE:

• To provide criteria for the Fire Department Chief Officers rotation program and set forth guidance on notifying chief officers by operational personnel.

PROCEDURE:

Chief Officer Rotation

• Fire Department Chief Officers are designated as follows: Fire Chief, Deputy Fire Chief, Division Fire Chief, and Fire Marshal.
• The Fire Chief will designate an “on-call” chief officer to be available 24/7 to assist operational personnel through a rotation schedule. The rotation schedule will be available to the battalion chiefs.
• The designated “on-call” chief officer will maintain availability during their scheduled time for all forms of electronic communication – cell phone, email, mobile radio, MDC.
• The designated “on-call” chief officer will maintain availability during their scheduled time to respond into the City or surrounding area and assist MFRD personnel.
• The role of the “on-call” chief officer is to support MFRD supervisory personnel. Unless first on scene, the chief officer should avoid establishing or assuming command of a scene. In the event this takes place, all efforts should be made to have an additional chief officer respond to the scene to provide logistical support.
• The “on-call” chief officer shall be responsible to notify the City Manager or their designee on any incident/situation they deem necessary but at a minimum any that involve or has the potential to involve the media due to death, serious injury or property damage, significant damage to City property, and incidents involving elected officials. The chief officer shall notify the fire chief via text message anytime the City Manager or their designee is notified.

Battalion Chief Notifications

• The Battalion Chief shall remain aware of all incidents involving MFRD personnel and shall notify the Chief officer of any incidents involving the following:
  • Media
  • Any City of Maitland Elected Official
  • Any City of Maitland Senior Staff
  • Injury, illness or other emergent situation involving any Maitland Fire Rescue Department personnel
  • Violent or hostile environments
  • Crashes involving any Fire Rescue vehicle
  • Entrapment
  • Fires
  • Incidents involving City Property (Damage or Injuries)
  • Peer Support
• Battalion Chiefs shall notify the Chief Officer anytime a Fire Rescue vehicle goes out of service for mechanical or personnel reasons.

All other notifications

• Any event involving substances of an unknown nature shall be reported to the STATE WARNING POINT through OCFRD dispatch center. Any incident affecting significant traffic or long-term media event shall be reported as well.
• Any event involving children or the elderly, whether at homes or institutions, shall be reported to the appropriate state agency.
• Any fire event where there has been actual fire and/or discharge of a fire protection system in any restaurant shall be reported to the Orange County Health Department through OCFRD dispatch center.
