Section 1 - ADMINISTRATIVE

110.14 Promotional Requirements

PURPOSE:

The purpose of this Standard Operating Guideline is to provide a framework for promotional opportunities and assessments within the Maitland Fire Rescue Department.

PROCEDURE:

The requirements listed below are the minimum requirements necessary to hold a particular rank level; the procedure to conduct a promotional assessment; and the objectives of each assessment. Promotional Assessment: The department will conduct a promotional assessment, at a minimum, every two years. Candidates who successfully pass all portions of the assessment will remain on a promotional list until the start of the next assessment.

Assessment Procedure:

  • The Department will hold an assessment, the specific date(s) will be announced no later than 30 days prior to the date(s).
  • Study material and assessment specifics will be announced no later than 30 days prior to the start of the assessment date(s).
  • Candidates who wish to participate in an assessment must follow the instructions from the Division Chief of Training.
  • No make-ups will be provided. If a candidate misses any portion of an assessment, they will be excluded from the assessment.
  • After the assessment, a promotional list containing the names of all candidates who completed the entire assessment successfully will be kept on file for a maximum of two years, or expiring at the start of the next assessment, whichever comes first, and may be used for additional promotions within the assessed rank.
  • Test scores and evaluation results will not be released.
  • The Fire Chief reserves the right to hire from outside of the department to fulfill any open position.

These are the minimum requirements in order to participate in the following promotional assessments: Engineer, Lieutenant, Battalion Chief

  • All ranks must have: Valid DL, FF II (off probation), maintain current dept. physical requirements, and pre-employment requirements
  • Engineer: Certificate of Engineer training (Apparatus Operations and Fire Service Hydraulics - Pump Ops). Paramedic – Non-autonomous
  • Lieutenant: At least one year of tenure in the department at the time of assessment. Paramedic - Autonomous
  • Battalion Chief: At least one year of experience as a Lieutenant at the time of assessment. Paramedic – Autonomous

Minimum Requirements for Promotion:

  • All minimum qualifications in the job description for the classification (position) being sought. Any change to the minimum qualifications in the job description or SOG will not go into effect until 12 months after the date of change.
  • Non-probationary
  • Autonomous Paramedic Status
  • No major disciplinary actions within one year of the posted test date
  • At the time of the Fire Chief interview, candidates must have attended the previous four shift-friendly FODA courses occurring on the first Tuesday, Wednesday, and Thursday of February, May, August, and November. In cases of an unexpected circumstance, one of the classes may be substituted with an off-site approved officer related course. The Division Chief of Training must approve this course
