Section 2 - EMERGENCY OPERATIONS

210.14 Druid Isle Road Water Supply

PURPOSE:

Provide guidance for establishing a water supply for the residential street of “Druid Isle Road”. This street consists of 1 hydrant located near the brick wall, at the South/west portion of the intersection of Druid Isle Rd and Southview Rd. This hydrant is the only water source for the residential homes on Druid Isle and is over 1,000ft from hydrant to end of the road.
These guidelines shall be followed by all members of the Department. Authority to deviate from this procedure rests with the Incident Commander.

PROCEDURE:

Measurements

  • The Hydrant, located at the intersection of Southview and Druid Isle, is the only servicing water supply for the entire Druid Isle neighborhood.
  • From the hydrant to the furthest home at the end of the Cul-de-sac (1299 Druid Isle Rd), measures 1,400ft.
  • From the Hydrant to the mid-point address 1418 Druid Isle Rd, measures 700ft.
  • From the mid-point address 1418 Druid Isle Rd to 1299 Druid Isle Rd (Last home at the Cul-de-sac), measures 700ft.

Dispatch/Response
This guideline pertains to ANY home located PAST the mid-point address of 1418 Druid Isle Rd.

Establishment of Sustained Water Supply
As a confirmed house fire is substantiated, the following procedures must be followed:

  • The first arriving unit (Battalion, Suppression, or Rescue) unit shall announce, confirm the address is located past the mid-point address of 1418 Druid Isle, and initiate a relay pump operation.
  • The responding Battalion Chief shall add a tanker and another Chief Officer. The additional Chief Officer shall be utilized as a “Water Supply Officer” should any issues arise with relay pumping.
  • The responding Battalion Chief shall ensure the second arriving suppression is aware of the relay pumping operation/tactic. This is essential to the success of the operation, especially when the second arriving suppression is from an automatic aid department (i.e., Seminole County, Orange County, or Winter Park Fire Departments).
  • The first arriving suppression unit shall stop at mid-point address 1418 Druid Isle and drop their LDH (ON THE RIGHT SIDE OF STREET) as this will allow access to the scene for other responding units.
  • There is a power pole located in between 1418 Druid Isle Rd and 1410 Druid Isle Rd on the right (South side) of the street. This power pole should be utilized by the first arriving suppression as a means to secure the LDH while the hose is being deployed from the hose bed. Firefighters should wrap this pole as they would a hydrant when securing a water supply.
  • The first arriving suppression shall then proceed to the scene to initiate firefighting/victim rescue efforts.
  • Command SHALL instruct the second arriving suppression to stop at the intersection of Southview and Druid Isle. The Unit shall deploy their LDH and connect to the hydrant located at the intersection of Druid Isle and Southview then proceed with a forward lay.
  • The second arriving suppression shall then connect their LDH from the hydrant into their main intake valve.
  • The second arriving suppression shall then connect into the previously deployed LDH from the first arriving suppression and perform a relay pumping operation in an effort to establish a sustained water supply.
  • Responding units should maintain their units to right (South) side of the street to allow for Rescues to enter and exit the scene if possible. Should a victim or a firefighter need transporting, the scene and road must have access.

Alternative Water Supply Efforts

  • Should the procedure of relay pumping fail, the following procedure shall be initiated by the Incident Commander:
  • Due to a Tanker and an additional Chief Officer being added early into the incident, if relay pumping should fail, establishing a direct tanker hookup or a dump tank and tanker shuttle shall be initiated.
  • The Incident Commander shall designate the additional Chief Officer to the position of “Water Supply Officer” and assign them to oversee a tanker operation.
  • Alternate water supplies such as tankers shall be deployed when hydrant operations are not available.
  • For a single residential house fire, the utilization of tank water from the first and second suppression units (ponying tanks), combined with a direct tanker hookup, shall be considered a sufficient water supply.
  • In situations where the Incident Commander determines the required alternate water supply will exceed the capacity of a single tanker operating in a direct tanker hookup, will utilize a dump tank and tanker shuttle operation. This shall be coordinated through the Water Supply Officer.
  • The Water Supply Officer is responsible for requesting any additional resources deemed necessary to accomplish a sustained water supply for suppression efforts. These requests will be made through the Incident Commander.
